I heard the other week that Civil has to pass the PE or you are screwed for jobs. Is that true?

Pretty much. You are just a CAD tech with more student loans if you don't have a PE. You can't design anything and you can't sign anything
Of course, some CVEGs work in other fields where they don't care, but if you want to practice in civil, its about as important as having lungs
