Don't break the law, that's too simplistic, there are many creative options you can employ within the realm of the law. Although it will cost you a little money and time.
A rash decision to brandish or use a weapon will result in jail time for you.
Review the laws for your county. I think you need to call the sherrif's office anonymously and ask 3 questions.
1. What is the law about trespassing on property for the county, how do you make it known you don't want tresspassers?
2. What is the law about agressive animals on your personal property? I'm pretty sure it's easy to say a dog is a threat and not have to have any proof though.
3. What are the county restrictions on fencing of personal property, or within your neighborhood?
Here's my thought, but make sure it's all legal for your area.
If the quad bandit is going through the same trail through your yard and into the woods, find the spot he's entering your woods and put up razor wire (about 4 feet high).

If it's not legal to have razor wire up, it would also probably be illegal to buy used rusty barb wire and put it slightly further up his trail but off your property, so that there was nothing physical to tie its presence to you. rusty wire online.
If it's legal to shoot a threatening animal on your property, choot 'em. Don't leave the dog on their doorstep, b/c that's a great way to get shot. Dispose of it humanely. OR, collar the dog and take it to the pound. Most places have rules about "aggressive" dogs running rampant. Owners are generally fined or have to pay money to get it out.
If quad bandit is taking the same path through your yard into the woods, then also put up and outward facing "No Tresspassing" sign. Depending on your county, that may give you the right to brandish the next time you see him, and then you might actually be able to help nature take it's coarse from there.
However, are you sure you can't just go talk to them and say, "your dog has been coming to my porch and your quad is riding through my yard, stop it or we have a problem." ?

Yea, you could do all that, or you can realize you are an American and are granted basic rights by being a citizen of this country.
Take the shot gun and fire a warning shot. If the idiot doesn't comply, blow his fricking head off.

Very risky to do stuff like that. The problem is that it presents a threat to everybody, so it could very easily lead to negligence charges, void homeowner's insurance, etc. Regular fencing like pickets, palisades, or chain link are much safer options.
Also, putting up stuff like razor wire can lead to trouble with the HOA, if you have one.
