Actually, I believe that guy is thinking about "Mildred" from Tuscaloosa. Phylis is just a loud-mouthed bammer that Paul and Neal used to joke about having a fling with Bear.

The Mildred character was obviously a put-on by someone and "she" was pretty friggin' hilarious (and borderline vulgar). Mildred called a lot during the WERC days and you could guarantee that Neal would laugh uncontrollably when she called. I think I heard her two or three times during the JOX days.

I still remember a joke she told that put Neal on the floor. "Why did Paul Fingerbaum (sic) cut holes in his pockets? So he could run his fingers through his hair."
