Here is the 73 players that have been granted eligibility.
73 players granted special eligibility for the 2013 NFL draft.
Fluker is not listed. Guess he's not considered an underclassman.

I just read why DJ Fluker is not listed on the 73 undergraduate list.
So even if you red-shirted and can come back for another year; if you have graduated, you are considered in a different category.

The reason, according to the NFL, is that Fluker and Pugh are in a separate category of players in the draft, having notified the NFL that they have graduated.
