you could probably add a middle tier to the south endzone but that would look really weird, given that it would be higher than the rest of the stadium. there would be a big gap between it and the west side sky boxes as well. they might be able to do something with the north side. you could probably add another tier to make it the same height as the west sky boxes but that would also look weird, especially if there was a south end zone expansion with the aforementioned gap. that area in the photo where construction is taking place has since been filled in:
