Kinda like FDR forcing Japan's hand with the oil embargo as an excuse to enter WWII.

Uhhmmmmm no. Firing upon a Union outpost is a declaration of war by the Confederacy. The south quit cause it couldn't get it's way in congress etc... So we threw a fit, attacked a union outpost and then the Union said frick you, outlasted the south, and burned a shite ton of it to the ground. Don't proclaim war if you aren't ready to do what it takes to win it.
