The teams in preseason polls are voted based on last season along with returnees etc.
So either way last year is always taken into consideration.

I can see if the team returned the bulk of the title winning team, but of they have to replace 60%-75% of their starters from the previous year, it's dumb.

Of course, but that at least is logical. Players returning, key losses, coaching turnover, etc should all come into play. But I mean, if a team wins the national title then loses 10 starters on O, 10 on D, both kickers, and half their coaching staff...then no, they shouldn't start #1 simply due to where they finsihed a year ago.
