This is a very good point. The agency best suited to punish Penn State is their accrediting organization, the Middle States Commission on Higher Education. Some of the most basic principles of accreditation have to do with the integrity of the institution, proper institutional control and supervision by the administration and board of trustees, providing a safe environment, and fostering an appropriate culture and environment. Penn State's administration and board of trustees made a complete mockery of those standards.

Forget banning the football team for a year. That's small potatoes. Let them go without any federal funding for a year. Make any incoming students have to go elsewhere for a year if they have federally funded student loans. Of course, that would never happen though, because PSU's accreditation isn't currently on probation.
