Define top.
Just looking over the top 15 on Scout, 7/15 did not take 25. Now, I am not digging down to see how that applies to the overall 85 cap, but if 7/15 in the top 15 theoretically had an open spot, it stands to reason that more teams in the top 25 or 50 have an open spot.
