I have a little book called the "Cadence" that they used to hand out to freshmen (this particular volume is from '47-'48), and it defines a 2%er as: "That 2% of the students who do not display true Aggie Spirit"
The term is sometimes applied as an epithet to anyone who displays dissent, but that is a misnomer. A&M has 39000 undergrads and sells 31000 student season ticket options (at half of face value of the ticket, over $200). Some of those students who don't buy tickets do so because they can't afford it, but others are what we'd call 2%ers.
