Sure they can.

But the officials don't have to stop the offense and give them time to sub. That's the difference.

They can have players running on and off like chickens with their heads cut off if they want. Just (1) they better be damn sure only 11 are on the field at one time and (2) it ain't Gus Malzahn's responsibility to slow things down and let them get set at their positions.
