Doesn't a player count toward the 85 total if they play in games whether they are on scholarship or not?

I don't think walk ons count, but I don't know 100%.

The 85 limit is on scholarship players only. In theory, you could have 22 starters as walk-ons and none of them would count against your 85 limit.

Nope the 85 number is a scholarship only number and does not include walkons who play in games. 85 on scholarship + 20 preferred walkons = 105 man roster for fall camp. After school starts you can have as many walkons as you want and they are labelled as participants. Some schools routinely have 120+ participants including scholarship players, preferred walkons and others.
