I don't think it did or if it did only the small schools adopted it.

I think it's pretty simple, honestly. The avg OM OOS student is in Oxford bc. they didn't get into their states flagship like a UT or UGA or tuition at OM is cheaper than their in state schools even with the extra fees. Assuming that as the case Ole Miss can bank on very few people qaulifying for the full waiver and they can gobble up a ton of OOS fees.
