True. But there are ways around that -- one example is the NCAA doesn't need it to be released per say, and it can be put in conjunction to what they already have and be a force in what they ultimately decide. NCAA law enforcement is much different and the mediation between the two branches offers up some interesting loopholes for justice to be served.
