Yes.

What you're missing is: intentionality. If someone intentionally laterals a ball --- that is different from someone fumbling the ball unintentionally.

If it was snapped by the center to handoff to the QB.... Sure.

If it was snapped by the center to shotgun QB and over his head, then no.

There can be no "fumbled snap". The snap is a backward pass....if the QB doesn't acheive possession, it's a muffed backward pass. It remains a muffed backward pass until someone gains possession.
