Yes -- but based on projected ratings. CBS projects the ratings knowing they will cherry pick the games. Furthermore, if the actual ratings differ, then the advertiser gets a credit or refund. CBS protects its advertising revenue by broadcasting the games with the most national interest.

And in turn pay hefty fines for breaking tehir contracts so it is not money motivated. It is their agenda.
