Recruiting base/history of top recruits; placement in NFL; the number of highly successful(now and historical) teams that are based in the state; tradition of Texas high school football; etc. Really just stuff like that since the OP didn't define his criteria.
Same reasons I picked Florida for the last 25 years with the boom of recruiting and the successes of Miami; FSU; and Fla. in that period.
