Recognizance is an obligation of record. Typically if you are arrested you have to post bail to get out - you present the money up front. If you are released on your own recognizance you don't have to pay anything to get out, but if you screw up and either don't make your court appearance or screw up and violate some other term of the release (fail a piss test if they require one, etc.) you then have to come up with the $$$.
