247 has USC as the number 1 ranked recruiting class with 1 5 star and 20 4 star recruits. How is that possible when teams like Bama, ND, and Oregon have 4 5 star and like 19 4 star recruits? Sometimes I think 247 just makes up numbers

This is the funny thing about recruiting. Fanbases get selective when it is about their team and star rankings (invariably they are a 5* if only one site lists their recruit as such, but the same rules don't apply to other schools lol). There are onlly a handful of guys that are five stars on every recruiting site.
Across the board of all services we have three 5 stars. Also these recruiting sites are all over the place. An example is OT commit Keenyi Pepe is ranked in the top three (no. 1 in one) at his position in two out of three sites, but is ranked as the 26th best in the other one.
Chasing stars and team rankings is fun, but I put more stock in who has offered them. A guy could be a three star player, but if he has multiple offers from high Power 4 programs, I trust coaches that evaluate these guys.
So number one class. Yay! But it is little more than for bragging righting among the recruitniks.
