You do realize that every ROTC program is capped by law of the total number of cadets they are allowed to commission, right?
The combined number of ROTC cadets that commission NATIONWIDE can only exceed the senior class at the equivalent academy by a margin of 5-1.
That means that, using the Army as an example, approximately 4,000-5,000 ROTC cadets can commission every year. That's the TOTAL number including every ROTC program in the country.
My year group (YG2000) had 55 Army Lieutenants commission between the December and May graduations that academic year.
Percentage-wise, that comes out to over 1% of the entire nationwide ROTC cadet allocation that year.
