So thinking on this a bit more… as for the 7 conferences of 10, play conference title games…. Conference champs would be seeded 1-7 in the playoff and would get to host a first round game.

The conference runners up and 2 at-large teams would be seeded 8-16. The best of those next 9 would get to host.

Then proceed with the playoffs until you get a Champion. Let the seeding (Top 7 first… then 8-16) get decided my an agreed-upon metric with zero human component… basically an average of multiple computers, etc in which the methodology is public.

Play the championship every season in the Rose Bowl but otherwise all playoff games would be on campus.

For the 54 teams that don’t make the playoff, assign them to playing bowl games that could provide entertainment in between the rounds of playoff games.
