I mean NOLA hosted the All Star game right after Katrina. NOLA is really good at hosting public events. But after I left and lived in functional cities, most of it is just a dump.

Tulane/Loyola is nice. Every place at least has SOME nice spots. I'm not trying to dog New Orleans, it's my hometown but it's just not a great place.
