Think of how excruciatingly long it already takes them to review a fairly obvious out-of-bounds play.

Imagine them broadening that out to every garbage foul they call during the final few minutes of a game.

The only way this would work, IMO, is to have strict rules on what could be looked at and when, but I don't know what those would have to be to keep any sort of end-game momentum from evaporating.

As a side note, when they go to rules expert Gene Steratore or whoever, half the time he's seeing it differently than the officials anyway, so a foul review could still result in controversy.
