Correct answer. As a whole, Birmingham (and Montgomery) are as good right now as they’re ever going to be. There’s no stopping the decline. There will be islands of nice, relatively safe areas but the chance to arrest the decline and restore them to past glory has passed.

In both cases, the suburbs have developed to the point that they’re largely self supporting now and thus people who can afford to flee do so, leaving a very high percentage of the population unwilling or unable to contribute to society. It’s what happens when you let crime run rampant and the public school system crater.
