Hard to quantify "instincts", but he's not really a statue. WHile he's not a dual threat QB, he had over 100 yards rushing last season even factoring in sacks, and he was mobile enough (and instinctive enough) to not get sacked very often. Mobility wise he's about the same as Spencer Rattler. He's not immobile like Will Rogers or Graham Mertz (both negative yardage in rushing).
Your comment shows you don't really know much about his performance as a QB last season.

Even with those horrible rushing numbers Mertz evaded a lot of sacks and actually became an effective runner by the end of the season. I would personally put him just outside of the statue designation. I am not bias
