It's all technically cheating but cheating to fill your roster is something everyone does to a degree and can still be overcome by coaching. It feels much more like violating an NCAA rule and less like cheating on the field or rigging the event.

Cheating by stealing signs, or playbooks feels a whole lot different. Much more like real cheating. Like a runner showing up during the last leg of the marathon and "winning" versus team nike outbidding team adidas for the best runners but otherwise both teams competing fairly during the race.

One type of cheating is about breaking the rules on how you get those players/runners. It's sliding someone an extra 100 dollars to win their favor and them on your team. It's basically influencing the player to play for your team. Whereas the other type is flat out rigging the game/race. The latter feels a lot more wrong to me.
