I would say Texas and Washington were closely matched but Deboer almost cost them the game at the end. He should have kneeled the last plays he had on offense to make Texas use their timeouts and run almost all the clock to zero but he decided to run with the running back. Resulting in the starting running back getting injured and Texas got a good bit of extra time because of the injury timeout.

If Texas would have won because of his decision to run, it would have been the worst loss in all of college football, even worse than Miami losing to Georgia Tech.

But didn't. Had the running back got the first down, would Texas have gotten the ball back? Sounds like a good plan to get the first down and prevent Texas from getting the ball back. It's real easy to sit here and second guess the coaching decisions made in a game already played.
