I don't think Hurts was ever a "low IQ" QB. He was inexperienced, raw, and inaccurate, and had "protect the ball" drilled into his head. He got better each season and improved his accuracy. He also was forced to start before he was ready. This was Milroe's 3rd season. His mechanics are still awful. One has to wonder what he does in the offseason.
