This makes no sense? If you take out whats there and bring in correct soil it will grow. Every other team with grass is able to do it all over the country in different qnd extreme conditions.

Let me add that I heard differently:
there is too much rock underneath, that doesn't allow proper drainage.
Combine that with enclosing both ends, and you block the wind from blowing through and removing evaporation.
So the grass sits in too much water and gets mold/mildew.
