The solution 4 conferences of 20 teams. That’s 80 teams. If you aren’t in the top 80 teams you probably will never win a national championship anyway. Whatever you want to call those 80 teams FBS or whatever. Then have the next left out in their own division that plays for their own championship. Maybe they decide to drop down to FCS or not… doesn’t matter.

Divide each 20 team conference into 2 divisions. From the previous season inside the conference rotate each year back and forth home and home and play 1 cross division team, and all 9 of your divisional teams. Cross division would be 1v1, 2v2, etc from the previous season to keep a healthy rotation of champs within conferences . Setup an 11 the game out of conference but against a power 4 conf opponent. And allow everyone to play down 1 opponent each year essentially that wouldn’t count more like and exhibition game since winning will be decided on the field. Each winner of the divisions go into an 8 team playoff. The first round of the playoff is the conference championships. That leaves 4 teams to go to a final 4 type at rotation locations.

That takes any opinion out of who should be in or out and everyone plays by the same rules and you must win to get in
