Because targeting rule is an attempt to limit concussions. That matters because concussions are being studied, legislated, and lawyers are/have been trying to win big judgements in civil trials — MONEY!

If lawyers start to win lawsuits against sports leagues for not enforcing mouthpiece safety, and mass media scares mom’s about it, then you’ll start seeing mouthpieces worn correctly on TV.
