I will try to answer your original question as if it is not a troll hard attempt. I seriously doubt he blocked the street road block style, perpendicular to the flow of traffic. The street in question is a narrow street that often has cars parked on both curbs. My guess (though not confirmed) is he pulled up at wherever Miles was and idled his car in the middle of the street thus blocking traffic.

Seems the lawyer statement makes it seem like he was parked on the curb. IF that is true, maybe he was parked wonky with his nose or rear in the street. Honestly, it wouldn’t take much to block that road.
