There is no legislation that can affect NIL. There is no governing body that can effectively change it.

NIL is 3rd party contracts for name, image, and likeness.
If you remove NIL collectives, then established marketing companies will effectively run the same thing for a fee (it is literally their job). Nothing changes.

NIL is here to stay by Supreme Court order.
Mandatory undergrad redshirt after transfers on the other hand... it puts restrictions on free agency in a general sense.

You only get one free transfer then you have to sit a year if transferring again

*grad students get a free one as well.
