Common sense would suggest that the acceptee with a low ACT would have to do other things to boost his application like have a high GPA and take advanced courses. While the hypothetical applicant with a 33 who applies himself and does the extracurriculars in high school will go somewhere better than UGA.

Point taken. But you are wrong.

If I have a 31 ACT, half of the freshmen class is better.
If I have a 1340 SAT, half of the class is better.
If I have 7 AP/IB/DE classes, half of the class is better.

You are correct that the median student with a 31 ACT does not necessarily mean that he/she is the median for SAT (could be higher. Could be lower).

But you are incorrect that if my daughter has a 31, 1340, and 7 rigor classes, then half of the freshmen class is better in every one of those categories than she is.
