There's a way you can do it.

You have a high school draft. If a kid wants to bypass that he can, but he can't play sports at the university of his choice for a year.

That puts a big fork in the road for a HS kid that wants to get paid. Do I go to Oregon now and get to the NFL in 3 years or do I wait, go to Bama and not see the field until next year?

That may alleviate the problem somewhat, but you'll still get a lot of kids willing to sit a year while collecting NIL money and play for Bama. A quasi-redshirt year if you will.
