Why?

Too much fluidity in college sports from years to year, depending on the impact an incoming freshman or a developing guy makes.

Take Auburn football-
2008 5-7
2009 7-5 regular season
2010 14-0 national champs

2011 7-5 regular season
2012 3-9
2013 12-2, 2nd loss coming with seconds left in the BCS title game.

There's a good chance Auburn is "relegated" to a lower level, for both the 2010 and 2013 seasons.

Different sport, but another example: SEC-Big 12 Challenge in college basketball.
Because the Big 12 had 10 teams and the SEC 14, teams DID get "relegated". 4 SEC teams would miss out, because they weren't good enough in prior seasons.

LSU Basketball-
2016-17, 10-21...
they miss the 2017-18 challenge.
2017-18, 18-15...
they miss the 2018-19 challenge.

2018-19 LSU wins the SEC title, going 28-7 overall, 16-2 in conference play. Beats both Kentucky and Tennessee, the two favorites, head-to-head, Kentucky on the road.

Let's say the SEC only keeps the top 10 teams, using the same formula they did for the Challenge. This means LSU is not even in the league that year, they've been relegated.

I'm sure there are plenty of other examples, but it's pretty clear it just won't work.
