They are allowed to get loans.

A car would be the most common reason. Although they don't have to live in a dorm either, and the school will give them money for rent off campus(usually upperclassman, or those with families)

Brock is from Napa California where things are very expensive. Maybe he or family members used a loan for housing or extra coaching and training for Brock during his high school days etc. It really doesn’t matter and is no ones business as Brock got his NIL legally after he was signed and on the team.
