In Texas, NIL cannot be conditioned or offered in exchange for athletic performance or continued enrollment/participation at the university or any other school.

As soon as an NIL offer is extended as a condition of enrolling at a school, a violation of state law has occurred.

Perhaps you're aware that NIL was intended for student athletes at universities, not for high school (or middle school) students to entice them to play for a university.

It is your belief that executable NIL deals were extended to recruits?
