So the answer is no.

"Wads of Cash" pics always happen the week before school starts, because they are always Pell Grant checks getting cashed. Most of the time it's like $500, sometimes a little more.

Jersey signings? That obviously has nothing to do with cheating to get a player on campus. I'm not going to say $100 hand shakes and shite don't happen at all schools, I understand why it's against the rules, but it's not really "cheating". Paying players to come to your school is cheating.

dining with a booster,

This is easily within NCAA rules, just have to get it approved which is easy.

Most of the time the pictures are used cars, and getting a loan for a car is not hard. Is your credit that bad? Outside that, vehicles are probably the most monitored things by all schools. You'll likely never see a school get in trouble for cars these days.

The stipend is not a big deal. Even before they started giving that out, about $21,000 a year in legal money was available to the players. This would include Pell Grants as I mentioned, other forms of assistance and in many cases the schools can just give them money. Gas money to travel, clothing money, even money for off campus living.

Furthermore, they are still eligible for student loans.
