TBH, Gogue is well respected, so I am going to take his word for what he wrote about the Board.

He's not going to put his name on something that would come back to bite him or his reputation.

And if he wanted to CYA, he would have just never put that sentence in there.

PArt of the problem is we all believe the gypsy stuff being touted out in cyber space.
