Rain delay in Washington

I was not watching but I heard there was a long delay in Washington yet it never rained and they did not have the tarp on the field. Supposedly Washington was trying to delay till the rain started to give their pitchers rest??? Does the home team get to make this call I thought the umpires said play ball or halt play?

Home team gets to make the decision up until the first pitch is thrown.
Once the game has started it is in the hands of the umpires (crew chief specifically I think).
