It may have something to do with how SE Arkansas or more generally, the cotton-reliant parts (including LR) were prominent and ran the state from 1803 until about 30 years ago
Now NWA runs the state (sorry LR, its true) yet LR still thinks it is the crown jewel of Arkansas. That's the problem
TLDR: LR = old money that spent it all and still acts uppity to new money (NWA)
Yeah, pretty much this. It carries over to your everyday life in some form or another, especially while growing up.
For example, the state basketball tourney is rotated between towns across the state, that's fine, there are plenty of gyms capable of hosting the event. But in football if you had Springdale-Harbor vs Springdale HS in the state championship game, the entire city of Springdale and its players have to travel to LR to play the game instead of playing in DWR-RS because by-God state titles have to be played in LR.
In the larger classifications this is more common of a problem because, well, Little Rock HS football (Central HS) is a joke in this classification and all the good "big" schools are located in NWA.

I believe your fanbase gets a shitty rep because Arkansans have a sort of chip on the shoulder for being just "that other state", so when the national spotlight shines on you, piggies must exclaim "look at me!!! we exist and are awesome!!!".
You are confusing the actions of our fanbase with how Ms. State, Ole Miss, Carolina, Mizzou, and aTm fans actually act.
Why? Because you said it:

This is true, but the sad truth is that all the best athletes are located in central, eastern, and south Arkansas. Most can't make the grades because of the poor school systems.
