Right, but that is mostly a legal technology to respond to desegregation that doesn't really scale beyond highly urbanized areas with sufficiently large neighborhoods with the tax base to support independent school systems.

Madison city schools, like Hoover, has only 2 large high schools. There are a few other large city schools systems w/ only a handful of schools outside of Birmingham. Gulf Shores City is another.
