Given that I live in California, they'd have very little to talk to me about, and they'd have no jurisdiction whatsoever to bust anyone. Also, a "dirty" cop is a corrupt/criminal one, not one who just has a fricked-up view on use of force.

In theory, yes. If they survive the encounter, they may well get acquitted if charged. If they don't...well, their next of kin will get a nice check.
