I will play devil's advocate here:
pretty vague and could easily be dropped depending on the circumstance. You have the right to find a spot to pull over where you and the cop both feel safe. Could be a circumstance of him trying to drive back to where he knows people.

My understanding of the law is that if it is within arms reach of you, then you need a permit. The sheriff's department told me that wasn't necessarily true when I went to get my carry permit to travel with it. One cop said I needed the permit to take it to Birmingham in my pickup, another said I didn't. Pretty vague, and it is always better to go the safer route, but lots of these are vague so they can hit you both ways.
this all said, none of this is good with the 4 that were arrested and not suspended earlier in the year. Roberts will have to be suspended unless the charges are dropped.
