Sports broadcasting act on 1961

When does college football get called a pro sport and this get applied? If you’re the SEC/Big10 do you gather the top 40-80 teams and go as one entity to maximize revenue?

It's all based on a literal act of congress so congress would have to amend the existing law to apply to college sports as well. That's how I read it.

I was just more of less the courts saying you’re now a pro sport because of the money available.
