Notre Dame started claiming them back in the 30s. In the 70's Notre Dame would always hold the number of national championships over Alabama. Bear supposedly wouldn't allow Alabama to count the math poll ones like Notre Dame.
After Bear died, they added the others in the media guide.
Knute Rockne came across a math poll created by Frank Dickinson that had Notre Dame #1, so he started claiming them. He then had them go back in history so that he could retro claim them over previous years.
It's basically what lead to the concept of national championships and the AP poll started shortly after.
