The athletic department and the SEC decide the schedule years in advance. That is usually how a schedule is made unless a team backs out of a game due to financial reasons.

We had Kansas and TCU back out of games with us this fall.
ESPN fricked with our schedule to get the South Carolina game on thursday night.
