Which conference will get the best talent in 2030; SEC East, SEC West, or the Big 10

We have to split up the SEC in two since it won't be comparable. Between the SEC east, west, and BIG 10, and once Texas, Oklahoma, USC, and UCLA join their new conferences. Who will recruit the best talent?

I doubt there will even be divisions by then
