My school started weights at 6th grade. A few years before I got to the 6th grade(1993ish), the 6th graders played football with the 7-8th graders.

We are drinking beer and smoking Cigs by the 6th grade. By 8th grade we have full time jobs

A couple other points that are related to all of this:

Southern states (and if you look at how they structure it in the video they consider Texas a Southern state) have grown in population over the last few decades while the Midwestern and Northeastern states have declined. More than that the population in the Southern states is younger and the folks staying up North are older. That means more HS kids and thus more athletes. I also agree with the poster that mentioned AC as a HUGE factor in changing the dynamics of the South. Not only because of heat but because of controlling mosquitos and other bugs.

California does produce a ton of talent but it is cresting. Since California has 37 million people though that is only to be expected. The state has finally stopped growing though and the only reason it isn't declining is the amount of illegal immigration from Mexico. California is going down the toilet and it is getting uglier, over the next decade it is going to be more dramatic. Other Northern states have already felt a lot of this but don't have the immigration flow to stem the tide. This has also put a lot of pressure financially on their HS sports programs. Lack of funding is huge.

The big difference in Texas vs much of the South if money. Texas HS programs (particularly in some areas) are just insane. Many Texas HS's have superior facilities to some FCS schools and the coaches make comparable money. Here is one example: LINK Here in Austin I remember when Westlake HS got a Jumbotron in the 90's back before a lot of colleges had them. There are areas in the South that have similar commitments financially but most of it is a commitment beyond the money that I know is similar in both areas. I don't know how it is in the other SEC states but here in Austin the Pop Warner and Flag Football leagues are crazy.

One other difference in Texas HS vs the South is more and more of the best athletes also play basketball. That wasn't the case 15 or 20 years ago but now Texas produces a huge amount of top basketball talent and lots of dual athletes. For instance a big reason Ricky Seals Jones (the consensus #1 Recruit in Texas for '13) decommitted from Texas was he didn't feel he was encouraged to play both sports. A&M's top recruit currently (Derrick Griffin) is also a basketball phenom. The Houston area is particularly big with the AAU circuit and Dallas is right behind. If the other Southern states follow Texas' lead in stressing basketball with football watch out.

The main point though is this trend is only getting more and more pronounced. As scary as it seems the SEC will likely be even more dominant a decade from now.
